Conservative councillor David Lee, who has been leader for the past six years, was re-elected for Norreys Ward with more than 1,000 votes.
He confirmed that he would now be stepping down as leader, but would continue to represent Norreys.
He said: "I think the six years have been good. I've been proud to be leader of the council.
"It's been very demanding, but I have every confidence in whoever they pick as the new leader." The decision will be made in the coming month, Cllr Lee added.
