Cllr Turrell, ward member for Harmans Water since 2000, has been appointed following the death of Cllr Mary Ballin two weeks ago.
He said: "I’m delighted and very proud to take on this challenge. Cllr Ballin did a superb job during her many long years of service and I will work hard to make sure I contribute as much as she did to this important portfolio.
"Good transport links - roads, rail and air -are a key part of the economic development of our borough and we are investing a lot of time and energy to make sure we get it right for the future.
"As everyone who lives and works in Bracknell Forest is aware, we are now bringing significant road improvements to the borough, particularly at the Twin Bridges junction which is vital to regeneration of our town centre."
After making the announcement, the leader of Brackenell Forest Council, Paul Bettison, said: "Cllr Ballin will be a hard act to follow and I have every confidence that Cllr Turrell will bring his expertise and experience to the role. We are all looking forward to working with him as part of our Executive team."
